Under Section 65 of the Maritime Law, Provisional Certificate of Registry is the name given to the initial navigational document issued by Liberia to a vessel that is either a newbuilding, or is being transferred from another registry. An unexpired Provisional Certificate of Registry has the same validity and legal standing as a Permanent Certificate of Registry, and is prima facie evidence that the vessel to which it has been issued is duly registered. |

A Permanent Certificate of Registry, as provided in Section 56 of the Maritime Law, is the navigational document issued by the Deputy Commissioner of Maritime Affairs of the Republic of Liberia to a vessel that has previously received a Provisional Certificate of Registry, and that now has fulfilled all of the additional requirements listed in this Section. Like a Provisional Certificate of Registry, a valid Permanent Certificate of Registry constitutes prima facie authority that the vessel is registered under the laws of the Republic. |

What are the requirements to qualify for a Permanent Certificate of Registry?

| Answer: |
A Liberian vessel qualifies for a Permanent Certificate of Registry if the following requirements are complied with:
- The vessel was issued a Provisional Certificate of Registry
- The Owner registered in Liberia is in good standing
- All fees and invoices are paid up-to-date
- Registration documents is on good order
- The vessel has full term statutory certificates issued by class
- Annual Safety Inspection or harmonized audits has been completed within the appropriate period or is scheduled and attendance confirmed.
