Liberian & Non-Liberian BCLC Renewal for 2011                       

Question: Which vessels are required to carry a BCLC Certificate?
Answer:

A BCLC Certificate must be kept on board all vessels of more than 1,000 grt which are registered in State Parties to the Bunker Convention or which call on ports which are in countries that are State Parties to the Bunker Convention.

If my vessel is not registered in a State Party, can I still obtain a BCLC Certificate?

 The Liberian Administration also issues Bunker CLC Certificates to vessels which are registered in countries which are not party to the Bunker Convention.

Question:

 How do I apply for a BCLC and what are the fees?

Answer:

Please send requests for Bunker CLC Certificates to vesselcertificates@liscr.com.

Liberian Vessels

A BCLC Certificate will be issued when the following have been received:

  1. Blue card, in electronic copy (issued by the vessel's P&I Club);
  2. Email request for BCLC issuance specifying vessel name(s) and offical number(s). Include the address to which the certificates should be sent; and
  3. An invoice for each BCLC Certificate will be enclosed with the hard copies of the certificates and couriered to the confirmed mailing address. The fee for a BCLC Certificate is $200.00 (plus bank wire transfer fee, if appliA BCLC Certificate will be cable) and $45.00 fee for each courier shipment.

Non-Liberian Vessels

A BCLC Certificate will be issued when the following have been received:

    1. Blue card, in electronic copy (issued by the vessel's P&I Club). The P&I Club must be recognized by the Liberian Administration;
    2. Email request for BCLC issuance specifying vessel name(s) and IMO number(s). Include the address to which the certificates should be shipped; and
    3. Payment by check, wire transfer or credit card for issuance fees, made payable to "LISCR, LLC berian vessel is $450.00 for the first issuance and $200.00 for any subsequent renewal or reissuance for that vessel (plus bank wire transfer fee, if applicable) and $45.00 fee for each courier shipmentPayment confirmation is required prior to issuing certificates for non-Liberian Flag vessels.

Reminder: The Liberian Registry can only issue BCLC Certificates to non-Liberian flag vessels registered in states which are not party to the Bunker Convention.
