Question Listing for Civil Liability Convention - CLC Certificate

Question: Which vessels are required to carry a CLC Certificate?
Answer:

A CLC Certificate must be kept on board every Liberian registered vessel that carries more than 2,000 tons of oil in bulk as cargo, in accordance with the provisions of Articles VII of the 1992 International Convention on Civil Liability for Oil Pollution damage.

Question: How do I apply for a CLC and what are the fees?
Answer:

A CLC Certificate will be issued when the following have been received:

  1. Blue card, in electronic copy (issued by the vessel's P&I Club);
  2. Email request to vesselcertificates@liscr.com for CLC issuance specifying vessel name(s) and offical number(s), including the address to which the certificates should be sent; and
  3. The fee for a CLC certificate is $200.00 (plus bank wire transfer fee, if applicable) and $45.00 fee for each courier shipment. An invoice for the actual courier charge will be generated later and forwarded for payment if the actual mailing cost exceeds $45.00.

CLC Certificates are Renewed Annually and should be Renewed before the 20th February.
