The undersigned entities representing the maritime industry across its many segments respectfully encourage Member States at the International Maritime Organization to consider alternative proposals to the Net-Zero Framework (NZF). In October 2025, the prospective adoption of the NZF raised significant concerns among stakeholders. Moving forward with a framework that challenges the scope and mission of the IMO, in the evident absence of consensus among Member States, resulted in a deadlock at MEPC ES.2. Support among industry stakeholders and Member States for the NZF has further diminished since then, while concerns regarding its practical implementation have become even more pronounced.
The industry relies on the IMO as the essential global regulator for shipping, which is seen as capable of ensuring a level playing field in the development and implementation of global emissions regulations. That role depends on the Organization’s ability to foster broad consensus among its members. With this in mind, we respectfully encourage Member States and the Organization to consider the long-term strength and effectiveness of the IMO by giving serious consideration to alternative proposals that have been submitted. These alternatives offer a constructive means to bridge divisions and provide a path forward that aligns ambition with demonstrated market readiness.
In that spirit, we respectfully suggest that MEPC 84 be seen as an opportunity to align and move forward in finding consensus and identifying practical solutions for the industry.
